Responsibilities and
Obligations of Appointed Officials
- This policy is intended to
outline the obligations and responsibilities of WSWC appointed
officials for the:

- Western Canadian Championships
-
Eastern Canadian Championships
-
Atlantic Canadian Championships
-
National Championships
-
Any other tournament where WSWC
appoints officials
- Prior to accepting an
appointment, each official must review this document and agree to
the responsibilities outlined below. In addition, officials agree to
adhere to WSWC’s Code of Conduct, attached.

- Chief of Competition:
-
- The Chief of Competition (CC) is
responsible for all technical aspects of a tournament, including the
activities of the Technical Controller, Chief Boat Driver,
Calculators, Announcers and Judges.

- The responsibilities of the CC
are included in the WSWC Rulebook, Judges’ Manual and CC
Handbook. The obligations of the CC are:

- Arrival at the site by 18h00 on
the day prior to the start of official familiarization, or, if no
familiarization, by 14h00 on the day prior to the start of
competition;

Arrival at the site each day a
minimum of 45 minutes before official start time;
-
Departure from the site only
following the final posting of the day’s results and end of
the 30 minutes protest period.
- Assistant Chief of
Competition:
-
- The Assistant Chief of
Competition (ACC) is responsible for assisting the CC in the conduct
of his or her duties. S/he shall normally be from the host province
and serve as the liaison for the recruitment and scheduling of
local, secondary officials. The obligations of the ACC are the same
as those of the CC, stated above.

- Technical Controller:
-
- The responsibilities of the
Technical Controller (TC) are included in the Technical Controllers’
Dossier and Handbook. The obligations of the TC are:

- Arrival at the site to commence
duties at least 24 hours prior to the start of official
familiarization, or if no familiarization, 24 hours prior to the
start of competition;

Arrival at the site each day a
minimum of 30 minutes before official start time, ensuring technical
readiness;
-
Departure
from the site only following the final posting of the day’s
results, leaving the site ready for the next day.
- The
TC’s obligations do not include site installation or
repair.

- Assistant Technical
Controller:
-
- The Assistant Technical
Controller (ATC) will normally be an individual who is local or
familiar with the tournament site. The ATC is responsible for
assisting the TC in verifying or maintaining the record capability
standards during the tournament. The obligations of the ATC are:

- Overseeing the installation of
the courses or in the final preparations prior to
surveying/homologation (i.e. 10 days prior);
-
Arrival at the site a minimum of 24
hours prior to the start of official familiarization or, if no
familiarization, 24 hours prior to the start of competition;
-
Arrival at the site each day a
minimum of 30 minutes before official start time, ensuring technical
readiness;
-
Departure
from the site only following the final posting of the day’s
results, leaving the site ready for the next day;

Co-ordinate driver evaluations if
required.
- Chief Boat Driver:
-
- The Chief Boat Driver (CBD) is
responsible for proposing driver assignments and boat paths to the
CC, and ensuring boats are properly prepared for each event. The
obligations of the CBD are:

- Arrival at the site by 14h00 on
the day prior to the start of official familiarization or, if no
familiarization, by 14h00 on the day prior to the start of
competition;

Arrival at the site each day a
minimum of 45 minutes before official start time;

Departure
from the site only following the final posting of the day’s
results and end of the 30 minute protest period.
- Boat Drivers:
-
- The responsibilities of the Boat
Drivers (BD) are included in the WSWC Rulebook. The obligations of
the BD are:

- Arrival on site by 18h00 on the
day prior to the start of familiarization or, if no familiarization,
by 18h00 on the day prior to the start of competition;

Arrival on the site each day a
minimum of 30 minutes before official start time;
-
Departure
from the site only following the final posting of the day’s
results.
- Jury Members and Judges:
-
- The
responsibilities of the Judges are included in the WSWC Rulebook and
Judges’ Manual. The obligations of the Jury Members
are:

- Arrival at the site no later
than 18h00 on the day of familiarization when the start of the
tournament is scheduled first thing the following morning, or if the
tournament is scheduled to start mid-day, arrival on the site no
later than three hours before the scheduled start;

Arrival at the site each day a
minimum of 30 minutes before official start time, whether assigned
for the first event or not;

Departure
from the site only following the final posting of the day’s
results and end of the 30 minute protest period.
- The
obligations of the Judges are:
-
- Arrival at the site no later
than three hours prior to the start of the tournament:
-
Arrival at the site each day a
minimum 30 minutes before the anticipated start of their first
assignment;
-
Departure from the site only
following the final posting of the day’s results and end of
the 30 minute protest period.
- Calculators:
-
- The responsibilities of the
Calculators are included in the WSWC Rulebook and Calculators’
Manual. The obligations of the Calculators are:

- Arrival
at the site a minimum of 1 hour prior to the close of official
registration (registration normally closes mid-afternoon on
the day of familiarization);
-
Arrival at the site each day a
minimum of 45 minutes before official start time;
-
Departure
from the site only following the final posting of the day’s
results and end of the 30 minute protest period.
- Announcers:
-
- From time to time, Tournament
Announcers may be appointed. The WSWC Announcers’ Guide should
be used as an aid. The obligations of an appointed Announcer are:

- Arrival at the site each
competition day, ready to announce, a minimum of 30 minutes before
the official start time;
-
Departure from the site only upon
completion of the day’s events.
SUMMARY
- The foregoing officials
obligations are deemed necessary for the successful operation of a
major tournament while at the same time, trying to account for the
officials’ volunteer contribution of time and expertise.

- Times stated are absolute
minimums and, in most instances, conscientious officials will arrive
well before the stated time periods. If an official does not arrive
on the eve of the tournament, without prior notification to the
Chief of Competition, the CC, with approval from the WSWC President
or Chair of the Officials’ Committee, may replace the late
official with an alternate, and all WSWC funding to the late
official, if applicable, will be withheld. In addition, all
officials are expected to remain until the conclusion of the
tournament. WSWC may withhold all or any part of travel funding for
officials not fulfilling their obligations. Future appointments will
take into consideration part compliance with these policies.
